We are committed to paying competitive salaries and carefully monitor the salary market. We also believe that individuals should be rewarded with a market-leading salary when their performance demands it. Salary levels are reviewed annually as a minimum.

Competitive salary usually means that the corporation pays as well or better than other like corporations. Ex. Target employees paid as well or better than Wal-Mart employees

Base Salary is the term that refers to an employee's paid compensation before incentive compensation is applied. For newly hired employees, the base salary would not include items such as a sign on bonus or other monetary incentives.

An employee's base salary is the minimum annual money received or the standard salary which an employee receives for doing a specific job. It is also used as for calculating other allowances such as incentive compensation and employee benefits. When an employee shares in the cost of benefits such as life insurance or health insurance premiums, these items are payable from the base salary.

It's supposed to mean that the salary being offered compares with the industry average for that position. What it really means is "We checked around and are prepared to offer you the cheapest salary that you'll sign on for". Do you expect them to say "We're stingy as hell and want someone to work their tail off for lousy pay"? That wouldn't draw very many applicants.
